Food safety culture means the business must show that food safety is taken seriously by management and staff, not just written into a folder. Poor communication, weak supervision or repeated ignored issues can all suggest that the culture is not strong enough.
Evidence may include training records, clear responsibilities, manager checks, corrective actions, staff reporting, internal audits and consistent follow-up when standards are missed.
It means the business must show that food safety is supported by management commitment, staff awareness, communication, training and appropriate procedures, not just written records.
Commission Regulation (EU) 2021/382 amended EU food hygiene rules, including by adding a requirement for food business operators to establish, maintain and provide evidence of an appropriate food safety culture.
